For example, all of the Bison remaining games already have scheduled start times

In contrast, Nebraska still has 5 games with start time yet to be determined

That reality is the downside to national TV scheduling.
As mentioned previously, not nearly as much an issue for MW or MAC teams. Picked two at random below to illustrate.
UNLV schedule: https://unlvrebels.com/sports/football/schedule/2024
WMU schedule:

This is largely a “problem” that affects schools for Saturday prime slots on ABC/ESPN platforms. MAC and MW don’t have that issue.
Sean Fredricks (sp?) former linebacker was on the pre-game show with Dom and Jeff and was pretty bullish on FBS seemed somewhat optimistic.
Sam Herder seemed somewhat optimistic on Bison 1660 this morning as well. Who knows?
For some reason, I'm still hopeful. Maybe wishful thinking, IDK.

It’s a little trickier than that though, isn’t it? They “know” certain things that certain sources have said to them, some on the record, some off… the journalistic choice in what to report isn’t always black and white and the standard is different from journalist to journalist.
Personally I’ll have a hard time believing a move is going to happen until our AD or a conference official announces it.

These types of things normally "leak" thru Tier 1 FBS reporters once discussions/talks get heated. I very much believe NDSU is interested and pursuing it. That doesn't mean any of the conferences have reciprocated with serious discussions yet. They probably won't consider FCS teams until the FBS teams finish their reshuffling first.
