My mom went to grad school at UND when I was in high school. She had a friend visit one weekend from Grand Forks. This person rarely left the RRV. Her first comment when arriving in Minot was, "I didn't know we had mountains in North Dakota." She obviously had never seen actual mountains either.

He lives in MN lake country. Assuming, however, that he lived in RRV, I can’t imagine the gerrymandering that would be required that could result in someone getting elected by there own, 1 vote, but spose it could happen.
