I have never attended UND. I did spend several years at NDSU. Its not about "dominating" a county. The map is a) based on Twitter (lmaoo), b) is a all-or-nothing map, and c) provides no further info.
Based on your (flawed) interpretation map, Montana State should probably be D2. Michigan State should be in the Summit League, etc.
SDSU no doubt has a substantial presence in western (particular SW) Minnesota. Pretending otherwise is just silly.
