I question that, because if ST Thomas is in Pioneer for Football, couldn't they keep playing St Johns? or is there a rule about a D1 vs a D3 in football?

I'm pretty sure this isn't a rule - I don't think it's that uncommon for the lower end of FCS to play DIII or NAIA teams. E.g. in 2017 Campbell played DIII Methodist from NC.
