Not necessarily... they just can't split a scholarship between two players and only have it count as one scholly toward their 85 player limit. I think there's a decent amount of FBS schools (mostly in the G5) that do put some guys on partials but that counts the same towards their scholarship player limit as a player on a full ride would. Both FBS and FCS teams can have a maximum of 85 scholarship players but FCS teams have to (can) split up 63 scholarships to get there.
The fact that the 2020 recruiting season is over is sad. Sad sad day. Maybe the 2021 recruiting will be nice. Maybe I won’t be as as sad.
