What is the point? Does the police department increase their credibility by giving a single ticket? I think it is the opposite because it is obvious that they are neglecting thousands of other violations. Giving a single ticket is just silly.
Perhaps the minor was someone they didn't want to give a ticket to (for whatever reason), so they used him/her to ticket someone else. That makes more sense.
I'll say it again, the police at Iowa State are barely visible. They ride through on bikes and you know that they are only a radio call away by the parking attendants. But there is no sense of silly threat to normal tailgating. And we have so few issues. Maybe a dozen or so tickets per game, almost all to students who practically beg for it.

Seriously, running stings at a tailgate? I'm thinking this has to be made up.
so Fargo/Moorhead PD has 2 Felons out on the lamb from Saturday..(1 escaped halfway house, other fled a police chase into corn field).. STILL HAVENT BEEN FOUND... but good job on that entrapment sting at tailgate lot. idiots
and a cop shot himself in the finger same day

TIL - I had no idea until a couple weeks ago that you no longer have to put alcoholic beverages into cups.
Current policy:
