Actually I think ND should extend tuition reciprocity to SD. I am more than confident that once those SD residents thinking of going to USD and SDSU see what its like to attend a university in something more than a crappy little town many would instead come to Fargo just a few hours away.
They would also see how much better Fargo is than Sioux Falls for overall job opportunities. Sioux Falls only has hospital related jobs and credit card processing.

My theory: This kind of shiat comes out of the woodwork when a state as small as ND is rolling around in the green moreso than any other state. Some people think, "Well, OK, we have all the money we need, let's try to find out some ways to shoot ourselves in our own kneecaps. Cause it's not like we need to worry about money, or anything like that..."

I am now convinced that if you went canoeing with the ND Legislature, they'd forget the paddles but bring a cordless drill with a 1/2" bit for aerating the bottom of the canoe.
If they really want to crack down on something, start with telecommuters who never come close to North Dakota. They shouldn't count toward headcount or anything.
