That's one of the big hurdles but one I'm going to guess they're feeling pretty good about it since this is already out in the media now:
The process of becoming the 11th FBS league is not certain because there is currently a moratorium in NCAA Division I on single-sport conferences. Ending that moratorium would require a vote from the NCAA Division I board of directors or a creative solution for league affiliation.
North Dakota State, a football team the big boys of college football should avoid like the plague, helped christen a $90 million renovation to Snyder Family Stadium — including a statue of famed Kansas State coach Bill Snyder himself — by taking a sledgehammer to the place.Bob Lutz, The Wichita Eagle, August 30th, 2013
It's possible this type of arrangement is what ML has been working on, and he can't share too many details because it could expose plans of the conference. Or something similar to this with other conferences. That's why I'm fine waiting to let it play out and enjoy what they are doing now.

The transformational committee really needs to make some decisions and get things out for a membership vote. Knowing the new goalposts could save a lot of headache later.
That conference is straight up garbage as it currently sits
Mountain West, hope for the best.
MVFC Big Sky merger would be great.
True, though possibly almost equal to CUSA.
I don't think there's a chance in hell of this conference gaining CFP access, not even on paper.
The existing conferences are not going to invite new ones to join that contract. It's outside NCAA jurisdiction.
Would much rather join the MWC or AAC, and become a legitimate part of the conversation.
Massey ratings by conference.
You'll find the ASUN and WAC below C-USA, MAC, MVFC, BSC, SoCon, and Colonial.
