Could be wrong, but I don’t think a motion player is allowed to be moving/running toward LOS unless your playing in Canada.

Correct. If he was in motion and stopped under center it needs to be at least a noticable stop. By rule it says 1 second and you usually don't nitpick they if it's a wide out but you were probably going to be more technical on a trick play like this. If he was going laterally and located it so he just stopped to take the snap but not going forward (hard to picture) then it could be legal.
