Sagarin doesn't reveal the details of his algorithm so it's hard to say for sure, but given that the standard deviation around a particular predicted winning margin is about 14 points, I'd be shocked if any blow out capping features kicked in as soon as a three score margin of victory. It's a safe bet that if NDSU won by more their rating would be higher.
