Now getting funding for NDSU alone would not fly but if you included the other schools that mattered to enough of the population in ND you might be able to get a one time funding stimulus package passed to support facility upgrades. Personally I would much rather see a funding of higher education vs the conservation petition that is being touted by some groups.
