BISMARCK, N.D. (AP) - North Dakota's Senate reversed itself and approved allowing bars to stay open until 2 a.m., despite arguments that the move would lead to more drunken-driving accidents.
Senators voted 26-21 on Thursday to endorse the legislation, which gives city and county governments the authority to extend their bar closing time from 1 a.m. to 2 a.m. Current law requires bars across the state to shut at 1 a.m.

no, i think that the house bill allows for local control with regards to closing time, with 2 am being the latest.
