Haven't seen it, but usually because nobody saw it. That is sometimes tricky to see surprisingly. You usually don't focus much on the ball carrier because you are watching blocks in front of the runner. When the runner is about to be tackled, your focus is going to be on possession, in bounds/out of bounds, down, etc. so you may not be looking around the helmet. Sometimes players are in your way, or you are looking from behind and have no idea if the opponent grabbed the face mask. I've seen enough reviewing video that something I was certain was a face mask was actually a shoulder grab that twisted a guy in a way that looked like a face mask but wasn't. Usually if you guess you are wrong.
None of that absolves the officials from a downgrade for missing it. It's still an incorrect no call (INC) on the grading. But it's a safety foul, so it's something you are going to definitely call if you see it regardless of time and score or relation to the play.
One of the first things I have to teach new officials is you have to watch football very differently as an official. As a fan, you almost always watch the ball. As an official, you need to learn to watch your area and not the ball. You'll miss almost everything you need to see. Much easier said than done.

I haven't seen the play, but if he was in the free way down field then all the officials may have been behind the runner except the back judge in the middle of the field. If the runner was near the sideline it could be a tough angle for the BJ. The wings could be focused on in bounds/out of bounds The deep wings are asked to hold their water a little longer and allow the runner to get by you on long runs so now you are behind them. Angles are everything even more important than being close/far. Sometimes the closer you are the less you can see. There isn't a lot of judgement in this call if you can see it other than a grab only with no twist or more of a graze then a grab. If you don't have a view of the front, grabbing the top of the helmet or a shoulder pad cause the head to turn so you can be fooled.
One other thing to share on this topic is the rule includes grabbing any helmet opening and pulling or twisting. That includes the frame around the front of the helmet above the face mask or the ear holes (never actually seen that one) or the edge of the helmet around the neck. I saw one of those this week called correctly.

I was disappointed to see Sacramento State announce for FBS.
Was hoping their new, young & energetic Coach would do a quick turnaround and give FCS a recognizable contender. Perhaps his GoGo offense would be fun to watch, like Eastern Washington’s used to be.
Not every team can build like NDSU, with mainly regional high school recruits that stay their full careers.
