Once a recruit signs their NLI (letter of intent) I think they can only be "released" at the discretion of the school they signed with. At some point, probably once they enroll at that school, is when they can transfer. So I think a player could transfer without ever having set foot on campus if he wanted to. Although I think most schools will release recruits from an NLI if they request it since they know that guy is likely just going to transfer anyway once he's able to if they don't.
