Take the Existing NODAK INS IPF & Encircle Seats with the Existing Outside football field and build around it straight up, Nothing Fancy, just walls and concrete like Wyoming War Memorial
Make it 38,000 Attendence.
Open Air it like this stadium did in China with an overhang, we all stay WARM and KEEP WIND OUT
Once we are FBS we don't play past Nov 24 anyways.

I have it on good authority that the Deere building by Research I and II could not go any higher than they did because of runway 31.
