Not sure why an outdoor stadium couldn't go where the rugby field is located. Outdoor stadium isn't going to be higher then the dome.

Remember the field of the dome is well below street level. (not sure what the roof pitch height is?)

Outdoor field with ground level field and higher capacity would logically be as tall or taller?

As long as it's not near an airport, or permanently stays below 30k capacity perhaps.

We could try to build a 28/29k one and hope they don't notice if 30k show up.
Generally though, FAA does not really like large gatherings of crowds near approach paths, so still might object.

For a truly large stadium, we might need to pick a different part of fargo.

I am really bad at posting digital stuff but there are videos of one of the most extreme landing spots in the world at Maho Beach, St Martin, where KLM flies so low that it seems they are going to hit beach goers. People actually go there for the "thrill" of seeing the plane's underbelly coming so close to them.
