Renters have changed over the years more so elsewhere than in ND. It used to be tenants were embarrassed to not pay their rent. Evicting was rare and both sides worked together to avoid it. Recently for some it kind of a “stick it to the man” attitude and hold on as long as possible to be evicted. It just kills some buildings. We are pivoting to mid priced commercial as they still want to make it and live the American Dream.

You could give tens of millions in tax cuts annually to the wealthy in hopes that they build the less wealthy more apartments. Or you could spend a small fraction of that once and provide affordable housing. Hmm
All I ever hear people complain about is how many apartments Fargo has. Last thing Fargo needs is another mismanaged crack shack apartment with a shitty landlord out on 13th. Fargo (like literally every city in America) needs affordable housing. Eliminating property taxes would achieve the exact opposite of that…

Property tax seems the be the most appropriate way to distribute the tax burden for certain types of government expenditures that or tied to local services and projects. Elimination of them entirely would shift that distribution to less appropriate methods of taxation. It would be like throwing away your hammer just to then need to use your pillars for pounding in nails.
The only way I could get on board with property tax elimination is if it came with a few clauses. 1. Only residential property is eligible.
2. Only single family properties eligible
3. if you own multiple single family properties, you may exempt only one, and it must be the property with the lowest assessment value.
I think we will all agree that the only fair tax is one that somebody else pays.
