IIRC, somebody called in and said that but that doesn't make it so (see 7-4 Montana hosting 9-2 SEMO last year.)
If you have a higher seed, you host as long as you made the minimum bid, and after that it goes to "combination of factors" including bid amount, relative team performance, and sites. The right teams hosted last year, but I don't think they got the pairings quite right. For example, the regionalization thing didn't come into play at all as SE Louisiana and SE Missouri when to Idaho and Montana. Why not Idaho at Weber and UND at Montana?
Seeding more teams would take care of a lot of ambiguity. Then again, so would a SRS, but that's a cure that's worse than the disease.
