    Is FPD allowed to use JHP or just FMJ? That makes a difference.
    I'm assuming the FPD officer was firing a 9mm. (There's a reason the 40 cal was created.)

    Since the shooting, the Fargo Police Department has received 40 applications for 7 seven positions which had not yet been advertised.

    The 40 cal was created because the 10mm had too much kick. 40 cal has a smaller casing.

    Correct.
    LEOs couldn't handle the 10mm kick but the 9mm lacked stopping power.
    The 40 cal was the attempt at a best of both worlds compromise.
