    Default NCAA Proposed Football Rule Changes

    The NCAA rules committee met in Indy this week and proposed some rule changes. These are not final until approved by the oversight panel in April.

    The biggest one is the clock will not stop after a first down in bounds until the last 2 minutes of each half. The intent of this is to keep the game moving faster. It won't have a significant impact on the game. Prior to this change, the referee was normally starting the game clock with around 35 seconds left on the play clock outside of the last 2 minutes of each half. If you estimate 40 first downs at best this saves 3-4 minutes. Even less if you account for first downs that end OOB or inside of two minutes of each half. As for the other rules, it's rare for an untimed down at the end of any quarter so this will minimal impact.

    They aren't adding anything. They are changing existing rules. It's been happening in sports since they started.

    No but they will tell us based on data comparisons. I'm thinking 6-8 plays at most. Figure 4-6 seconds of stopped clock for each first down in bounds since the game clock is restarted with 34-36 seconds on the play clock if there is no administrative stop (i.e. penalty decision, replay, helmet off). First down runs OOB will still have a short stopped clock.

    I never liked the way college handles the last 2 minutes anyway. I wish they did it like the NFL and had a 2 minute warning

    The 2 minute warning adds another TV timeout each half. They are 2-3 minutes long. Any time saved by these changes would be lost with and then some of they added 2 commercial breaks each half.

    I believe NFL is 4 commercial breaks each quarter plus the 2 minute warning. Since they don't know how many opportunities they'll have they take them almost any change of possession or minor injury early in each quarter, and they don't later in the quarter if they've already done 4. TV decides if any time out is 30 seconds or full. The "red hat" (or person on the sideline with the big orange glove) gets the message from the producer and steps on the field to inform the crew. They stand there, usually with the back judge, until they are about ready to come back. The back judge then has to run back to their position and the referee watches for the signal that TV is good.
