    Why not just keep stopping the clock on first downs and making each quarter two minutes shorter?

    They will just fill the time with more commercials.

    Sort of hope FCS doesn't adopt this, but may feel compelled to.

    No they won't. They are obligated to a certain number of TOs each quarter (3 I think) and a certain length (varies by level/network). That isn't changing. They are trying to increase the number of games that fit the window and reduce the number of plays. That's why you see more TV time outs earlier in the quarter. If a team has an 8 or 9 minute drive the networks get nervous because they may not get their TV time outs.

    NFL does 4 media timeouts each quarter plus the 2 minute warning.
