somebow I don’t think the sky is going to fall with this. I thought the estimated cost was 300 milllion for 60 thousand kids. That’s on average 5000 bucks a head. It’s a last dollar program that only kicks in after all other available aid for kids in a middle income donut hole. Maybe I’ve got that very wrong, I’ve only seen what’s here and read one story in the news, but compared to the potential of NIL that doesn’t seem like a ton of money. It’s basically on par with cost of attendance stipends which isn’t nothing so maybe it will drive some decisions for some kids but I don’t think it’s Armageddon for athletics or anything.

To the original question, I always thought that a big part of the reason that out-of-stater's get charged more is because of the state taxes that pay for so much on campus. If NDSU builds a new building, some of that money to do so generally comes from ND taxes, right? Theoretically, ND residents pay for those buildings and programs and they should get a break on them when being charged to use them.
Admittedly, I know absolutely nothing on the topic but have thought about it many times, particularly given that I'm paying out-of-state tuition for my son to go to Cal Poly instead of Oregon State, which was almost the case.

They also fund a percentage of the operating budget. The challenge many state universities have though is states have cut that funding significantly over the past 30 years. That's one of the reasons tuition has risen so much in that time.
