As an aside, I grew up in ND and due to the points you’ve made it essentially made 0 sense for me to pursue my engineering degree anywhere other than NDSU. Which is cool because I love the school but is total BS in reality and based on principle alone I will never back the charging of different kids different amounts of money based on where their parents live.
But $5k isn't significantly cheaper when it comes to college costs. That's my point! Today they are choosing between $25k at NDSU (assuming a little scholarship) or $30-$40k at other schools. It's already cheaper. Unless you have a unique program like UND's aviation program, you aren't going to attract a lot of people from around the country regardless of how cheap you make it because they have similar options close to home. Most of the OOS students are from Minnesota or South Dakota and they already have a reduced tuition.

Right, so then why not reduce out of state tuition? Like you said it’s not like people are climbing over themselves to attend NDSU unless they’re already getting the in-state price or close to it.

Because it won't attract a big number of new students and you'll have to cut budgets because the same number of students will result in less revenue.

I've never met anyone who didn't understand in state tuition is less because residents of the state collectively support some of the funding of the university through taxes. That's why I started this conversation to ask if asking why was a joke. Take away all funding from the state and then you can charge the same. But then you have a private university.

If this passes, any Minnesota resident whose family makes less than 120k, capped at 59k, will get free college. Public Universities only. Looks like Minnesota has 400k students, so roughly 100k a year or roughly 60% would get free college

If I'm the dragons I'm moving up to FCS and then FBS because most of my Minnesota players will get a free scholarship. It would be the greatest walk on program ever. Year 1, every D2 scholarship goes to ND, SD, IA and WI. Every Minnesota kid the Gophers dont sign goes to an NSIC team

Imagine if every sport gets unlimited scholarships from Minnesota athletes. Might as well add hockey too. The NSIC could be better than the MAC, MVFC and Mountain West

It's only for households making less than $120k, so there will be plenty that won't qualify. Meanwhile, ND's "leaders" allow $6k in scholarships and now want to burn books and arrest librarians.

Median HH income in Minnesota is $77,706. 80% make less than 120k

The legislature wants to go back to the 1800s where everyone is a farmer. They are more comcerned with creating jobs with no workers

Either way this would destroy North Dakota colleges since we get most of our players from Minnesota

Maybe if ND agree to stop taking them to court over their energy policy they’ll drop this free college thing so you can keep some of their athletes?

We all live in stories... It seems to me that a definition of any living vibrant society is that you constantly question those stories... The argument itself is freedom. It's not that you come to a conclusion about it. Through that argument you change your mind sometimes... That's how societies grow. When you can't retell for yourself the stories of your life then you live in a prison... Somebody else controls the story. - S. Rushdie

If you have 3 kids, you may want to consider buying a house or moving to Moorhead, East Grand Forks or Breckenridge. In state tuition for 3 kids for 4 years each is about 120 grand. I got 2 kids in junior high. Income would too high with both of us working so I just answered my own question unless one of wants to take 7 years off

Reminds me of a classmate from somewhere in the Middle East. On a cold and snowy winter day he noted that the brochures pictured a campus full of green grass and beautiful flowers and didn't mention the winter months at all.

As far as why schools play this whole in state tuition game I’d have a hard time being convinced it’s not just a perpetuation of vote farming by politicians.
It's OK to not be OK.
