The big dollar donors get the IPF and SHAC built but they don't put butts in seats. Lots of those empty seats in the dome are big donors, ie businesses with lots of seats that they aren't using. But again this should be a different thread.

College football overall is suffering through declining popularity, just check attendance at some of these Power 5 conference games, loads of empty seats. It'll make a comeback someday. Marketing is a giant waste of money, just ask Costco.
