    Waege play should have been targeting based on lowering the head and hitting a defenseless player on the ground. It was terrible

    I think the official got filed in that one. No foul on the Montana player but that will be a downgrade in whoever flagged 99. You could possibly have someone initiate a block from the ground like that, but that's not at all what he did.
