    I don't see it as targeting or even a cheap shot. It was a hard hit and made worse because his head bounced off the field afterward but didn't seem malicious to me. He shouldn't have been running and gotta get down sooner if you do, defenders are damned if they do anything now days and QB's seem to love to push the limits.

    Possibly. You have to determine if the defender had started his attack before or after the slide started. This is definitely close.

    The rule does sometimes seem a bit nebulous and open to interpretation.

    However, "indicators" of targeting include

    "Leading with helmet, shoulder, forearm, fist, hand or elbow to attack with forcible contact at the head or neck area"

    I would argue he led with his shoulder and drove it into the head/neck area.
    The Quarterback was sliding, and that type of contact was entirely unnecessary.

    He dove down into him. As the QB started his slide, the defender adjusted his angle as well resulting in a shoulder pad directly to the helmet of the QB.

    All contact was to the chest of the QB. His head hit the turf. He was defenseless by definition so this would be targeting if he hit him in the head or neck area or initiated contact with the crown of his helmet. This could be a personal foul for unnecessary roughness, but it didn't meet any of the criteria for targeting.
