Kobe Johnson could've played for NDSU this year just as easily as he's playing for Colorado St. Julian Wlodarczyk is on the same clock (played as a true freshman in 2019 and has played every season since without redshirting) and is obviously still eligible to play for NDSU this fall. The COVID year doesn't count against eligibility whether you transfer or not.

All these portal trackers are just scouring news and social media - the official portal is not accessible outside of officials (such as coaches) from NCAA member institutions. So if players don't broadcast that they're in the portal and it doesn't leak to the media when they tell the coaching staff of the outgoing school no one will know.
