Quit acting like the NCAA is some sort of government regulatory agency. It's not the DOT, FTC, or FDA.

It's a member run organization and right now the few members that everyone else bows down to have it running exactly the way they want.

Rules exist and its the NCAAs job to enforce them. There is blantant cheating and tampering going on and you're making excuses for it. If a billion industry cant regulate their members, its intentional. Every other industry on the planet that operates in all 50 states has compliance people. Fast food, banks, car dealerships, insurance companies, etc. A good first step would be to set rules with defined consequenses. If they wanted to, they could probably hire 100 people for the entire cost of the FCS playoffs and its chump change to them

Perhaps they’re finding it difficult to police indefensible restrictions on people’s right to work?

We all live in stories... It seems to me that a definition of any living vibrant society is that you constantly question those stories... The argument itself is freedom. It's not that you come to a conclusion about it. Through that argument you change your mind sometimes... That's how societies grow. When you can't retell for yourself the stories of your life then you live in a prison... Somebody else controls the story. - S. Rushdie

Right to work does not include tampering. Tampering hasvalways been against the NCAA rules before NIL/Transfer Portal and after. Tampering is more on the teams

Even in professional sports u cannot tamper. This has nothing to do with the right to work.
    If it flies it dies.

Long for the days of freezing in the south stands of Dacotah Field.

And it’s not tampering for players to recruit other players in professional or college sports

The professional leagues are unionized and the players negotiated those terms of employment. Absent that find me an industry where a worker can’t talk to anyone representing a prospective employer.

What you call tampering is called illegal collusion everywhere else, including all the industries you mention. For example, a bunch of Silicon Valley companies were found guilty of violating the Sherman Anti-Trust Act by colluding to not poach each other's employees. They had to pay over $400M in a later civil suit for suppressing wages.
