It will be Montana St because that's how the polls work.
Final FCS poll this year has them at #2.

I think someone like SDSU or Montana deserves it more, but its rare they change anything until games are played.

Problem I have with Montana state though is that they lose Troy Anderson, their stud wr and monster D tackle.
