Correct. If he was in motion and stopped under center it needs to be at least a noticable stop. By rule it says 1 second and you usually don't nitpick they if it's a wide out but you were probably going to be more technical on a trick play like this. If he was going laterally and located it so he just stopped to take the snap but not going forward (hard to picture) then it could be legal.

I didn’t see when the receiver had the ball and I imagine it was looked at, but does kicking the pylon count as a foot in bounds?
