I'm not so sure, particularly given the reduced number of games after mid-November in FBS. They could save that money for a roof and put in some sort of radiant system in the stands that only heat the concrete under the seats to 50 degrees. This would also help them to remove snow if there was a storm between or during games. Getting rid of the roof and the mechanical system (and fire sprinkler system) would cut the cost by 30-40%, maybe even more.

Semi enclosed is the worst idea ever. It may be worse than the jump to conclusions mat.
It has to be indoors
Something of this caliber would require a private public partnership with city, county or state help. Nobody will donate 50 million to only host 6 events per year, much less 4. And we couldn't attract events to make it break even from am operational cost perspective. How about the Rolling Stones Outdoors in January

How about the Rolling Stones outdoors in July? People want to be outside when the weather is nice.

People keep saying that a roof wouldn't be needed if we go FBS because games end in November. Sure...today. You need to have vision decades into the future if we build a new stadium. If there is even a slight possibility of expanded FBS playoffs, you need to account for that. Plus, we live in North Dakota...it could snow next week.
Even if they expand the playoffs those games will be at neutral sites. We have a nice warm dome now and people don't go so that doesn't mean shit anymore. Like I said there's plenty of new technology available to make it fan friendly even in ND in November. Besides what about global warming bitches! ND is the new Florida, Al Gore said so.
That would be pretty awesome but we only have a 4 month window for outdoor concerts. June July, August and September and of those 4 months, football games would eat up the warm part of September, so in reality about 3 1/2 months . Seems kind of silly to eliminate 75% of possible dates. Looking at Fargodome concert history, 2/3 didn't happen in those months

I can't see a financial path for the amount of money needed for an indoor expandable stadium.

The Fargodome isn't going anywhere so trying to compete with that aint happening anyway. Outdoor stadium will be way cheaper then a dome so doesn't need to be used every weekend to justify the expense. Unless you can get the city to pay for a new dome but I don't see that happening anytime soon. Maybe flood the field after FB season for teh hockies.
