When you see a potential foul you reprocess it in your brain to make sure it was there. That's what he did here and it was still pretty quick after the contact happened. He threw it well before the ball was caught. Not a fan of the call myself but it appeared to be a push with separation from his view. Sometimes your eyes lie to you. If his supervisors feel he was wrong he will be graded accordingly.
The side judge scheduled to work this game tested positive for COVID that morning so this guy was a late minute sub. He's the son of a former NFL referee and has a lot of experience in the MAC and B1G.

Here is a zoomed view of the contact that probably drew the flag. When you see the arm bent contacting the defender and then the arm extended while still in contact that usually means OPI. In this case though I think the separation came mostly because he was already running by the defender. They weren't running step for step and the receiver used his arm to create that separation.
