I'd be stunned if Dillon went before Trey, simply because there are some teams that have really bad QB options and just not enough young guys ready to take over. The market for Trey, Fields, Lawrence, and maybe even Trask and Wilson will be hot.
The Jaguars, Giants, Jets, Broncos, Patriots, Washington, Bears, and Colts all could be looking for a long term option this year.
While the Browns, Vikings, Rams, and 49ers all have guys that fluctuate between solid and awful while lacking elite arm talent.
Bucs and Saints are starting 40+ year old hall of famers. Matt Ryan will have a new coaching staff and is getting pretty old too.
QB is the most important position in all of sports, and if you don't have a star, your margin for error is way lower with the rest of your roster.
