Good question. My guess would be yes, but I doubt they've considered their answer yet. If I were them, I'd wait until Jan or early Feb before trying to get all the details sorted. Things are going to stay fluid for awhile, so why waste time and effort going through the details when you'd probably have to rewrite them a couple times or more as the situation changes. I guess I'm saying that worrying about teams that play more than one but less than four games in the spring is like worrying about the details of the conference championship tiebreaking procedures when you're one game into the season. Let's wait to worry until we have at least a little idea of the numbers on either side. It's probably going to be so far to one side or the other that it won't matter.
There is no need to fret the single schools that choose not to participate. It would take a lot of ones and twos to get to 50% but when entire conferences start announcing you can get the hammer and nail ready.
That article is from July. They cancelled winter sports yesterday and announced they will not play fall sports in the spring.

An NCAA representative told me the 50 percent threshold was used only as a measure to determine if the FCS playoffs would be moved from fall to spring. The baseline is not currently implemented for the spring.
The representative added the Division I Council and Competition Oversight Committee would determine if it makes sense to conduct a spring playoff should FCS participation drop to a certain point.
Still a long way from troubling numbers for a spring playoff, but, hopefully, it will be deemed safe health-wise.
