    Depends on how you define compete. I'd bet that any team that makes regular appearances in the 2nd round of the FCS playoffs could compete with the bottom half of of this redesigned FBS. This might be my green-colored glasses, but I like to think NDSU is the only FCS team with a realistic chance of consistently being in the top 1/2 of any conference with a little more money to spend.

    SDSU has zero shot, id' say JMU and maybe Montana if they could shed Montana state

    Completely agree!! There are a number of FCS teams that could be middling "cannon fodder" teams for P5 teams to stomp OOC as "FBS" games... but only the Bison have the pedigree and culture needed to be a respected FBS team. Might sound arrogant, but I base that opinion on their complete body of work.

    The issue of things getting out of control with P5 teams was due to a failure of regulation by the NCAA.

    I don't think the general public understands how the NCAA works (hint - the conferences have the pull). I was in the same boat until I had a conversation with Gene Taylor over a decade ago while we (USAW) were running our tournament at the FargoDome.

    I'd argue that there are times the NCAA doesn't know how the NCAA works.
