I agree to a certain point about UNI, but I would still add them to the list. They do have a core base of fans, and they have the fair-weather fans. I think that they have been beaten up so often over the past 10 years that they have became complacent.
A lot of this has to do with their scheduling. Their old AD as well as his replacement would often schedule home and homes with Big Sky teams, and tough ones at that. They often began the season 2-2 or 2-3 and had to play almost perfect ball, which strained the program because they often had to play on Thanksgiving weekend.
The coach, Farley, recently complained about the UNI scheduling philosophy and how they always play home and homes with tough teams. His complaint makes sense - if they are gonna do home and homes, do them with a crappy Southland, Big South, Ohio Valley or someone and win the games easily and save your self for the playoffs.
If they start doing this and go 8-3 or 9-2 more often, their fans will turn out more and the commitment to their program will increase.
Without looking - other schools with renovation/rebuilding of their stadiums that look like nice places to be include
