He redshirted then got injured year after.
Didn't he get hurt in the first game of his redshirt freshman season? How could they deny the 6th year? How is his case different than Vraa?

Vraa was hurt(broken collarbone) in fall camp prior to his true freshman season, Radunz redshirted only for developmental reasons. That makes a big difference.

There are two different NCAA rules at play in a case like this: The medical redshirt rule and the 5 in 4 rule.
The medical redshirt rule means that if you get injured early in the season, the season doesn't count as a playing season. The school/students can send in the documentation for this designation right away. Radunz qualifies for this.
But the more important rule is the 5 in 4 rule. This one says students have 5 years to have 4 playing seasons. To get a waiver for a 6th year, the NCAA wants you to prove you lost two seasons to reasons outside the player's control. Injury is outside the player's control. Redshirting for developmental reasons is within the player's control. In Vraa's case, he lost two seasons to injury. In Radunz's case, he's only lost a single season to injury.
The 5 in 4 rule was put in place to allow students to automatically get an extra year to account for possible injury. Using the extra year for development was not it's purpose. But schools/coaches/players want to use it that way, so the NCAA lets them. But the exchange is that the student loses the opportunity to recover that extra year if they do get injured later on.
Now the NCAA committee that handles waivers for the 5 in 4 rule has occasionally made head scratching decisions that go against their own policy, but a school/player/fan should never count on that. So barring a miracle, don't expect Radunz to get a 4th playing season to replace the one he lost this year.
