    Yes, Minnesota could do better. But,

    We have double the number of road miles per capita as Texas, spreading dollars thin.
    Ice damage limits the amount of flyovers and elevated sections that make interchanges more efficient that we can do without spending a fortune on their maintenance. So we're stuck with cloverleafs everywhere. Snow removal would cost more, too, since you can't just plow it into the ditch.
    Freeze-thaw in general sucks up a lot of maintenance dollars that could otherwise be spent on improvements.

    AND Tx has toll roads, a huge revenue generator. That would be a non-starter in MN unless there were clear, free alternatives that worked. (I'm aware folks can pay to use HOV lane.)

    Toll road revenue is usually negligible. Texas is something like 3% of the spending on roads. MNPass tolls are mostly about traffic management, not revenue. It just about breaks even after paying back capital and ongoing operations. (Not to derail this thread more, but I have no problem with a govt service breaking even)

    If a government service is breaking even it’s the most wonderful thing in the world. I down for user pay, so if Dallas/Tx tolls are breaking even, effing perfect and good for them.

    Sorry, I was not clear, Minnesota toll lanes are the ones breaking even, not sure about Texas.

    Yeah, it was confusing as my point was Texas has a way to generate serious revenue to pump into roads that would never fly in MN.
