Does the department need to rethink ticket sales this week? Give left over student section tickets to some local high school teams maybe. Half price children tickets on Wednesday. Family packs= 4 tickets reduced total price. Some advertising in the news rather than just MCFdumby stating attendance is down and expecting that to sell tickets. Free t-shirt or towel on the seat.

I'm sure the NCAA places lots of restrictions on promotional tickets to games they technically own.

Yeah, outside of the first round games the NCAA doesn't let teams sell tickets for less than their cheapest regular season single game ticket. I think this was the main reason why the Missouri St regular season game had ticket face value $10 less than any other regular season game this year. So if NDSU would give away tickets or offer promos they'd be on the hook for the full amount of those tickets when they calculate net receipts for the game of which they send 75% to the NCAA.

The only exception is student tickets which they are allowed to sell for $5. Some schools, like UCA last weekend, will still allow students free admission but that means either the school or a donor has to pick up the cost of those tickets themselves.
