Another thing that is nice about the FCS is the turnover of teams. Way easier for a team to make the playoffs in a one or two year span of turning things around. Also the other side of that coin and watch teams fall off the map from greatness and not be considered relevant for many years if ever again. Where as in the FBS, it is always the same teams year in and out in the top 25 or even top 50. Sure, there are only 4 playoff spots available to come up with a national champion, 8-16 would be great for them. But either way, they still are very consistent at the top 25 or so, and every year 1-2 new teams crack the ratings. But for the most part, it is the established teams year in and out. When was the last time a "new"team had a shot at the FBS title.
From the movie THE PROGRAM
Regent Chairman: This is not a football vocational school. It's an institute for higher learning.
Coach Winters: Yeah, but when was the last time 80,000 people showed up to watch a kid do a damn chemistry experiment? Why don't you stick the bow-tie up your ass?
