If you mean 'best offense in FCS' (not best NDSU offense), some of the folks at James Madison may challenge you on this. JM is putting up some pretty good numbers this year. It looks like the separation in the FCS between the pair of NDSU and JMU and the next tier of good FCS teams is growing.
Any injuries reported from USD game?
The bigger separation between JMU and NDSU is on defense.
Defensive Points, turnover margin, etc. NDSU is better.
Special teams - not sure how they match up, did not look.
How about strength of schedule?
NDSU has numerous wins versus ranked opponents while JMU, until maybe recently, had basically nothing. It will be interesting to see what happens when the play a team with a good to great defense in the playoffs.
