Most of those over 250 mg come in large servings. Look at 5-Hour Energy drink. Per serving, it has 200 mg of caffeine, but its serving size is two ounces. That's 100mg/ounce. The strongest Starbucks drink you list appears to be about 24 mg/ounce. I drink Starbucks or coffee, but how long does one take to consume a drink usually? Compare that to a 5-Hour Energy drink or a pre-work out mix, which is downed fairly quickly.

You do realize it's their sandbox, and therefore the athletes have to play by their rules. Based on the medical information I provided above, you will understand why the NCAA is tough about high intakes of caffeine. As much as it sucks to see an athlete suspended, watching them die is beyond any measure, worse.
