    Pretty sure it was Rep. Larry Bellew(R) from Minot.

    The minutes haven't been published yet, but the video is available. To my ear, it's Bellew that votes no, but I could be mistaken. The video is linked below, and the voting starts at 10:58:28AM.

    This was a combined vote for budget increases for the NDSU softball project, the NDSU football IPF, and a natural gas boiler project at Mayville State. It's possible the no vote was because of the Mayville project. That project is coming out of state dollars, and Mayville went ahead with a major purchase in January without approval in order to save money. Mayville was approved x amount of dollars in June of last year. By January, the boiler company had told Mayville that the price had gone up and was about to go up again. Mayville went ahead and committed to the first increase in price to avoid the second. While that was a fiscally smart move to make, it's possible one of the committee members made a protest vote because of the end around.

    The overall vote appeared to be 38 yes, 1 no, 3 abstain/absent.

    Can someone remind me again why Mayville State, Valley City State, Minot State and Dickinson State all need to exist ?

    ......and the reasons that Valley City and Mayville received "normal" schools designated in the state constitution lies with good, old Imperial Cass County. Those two communities were bought off to ensure that the their voters voted to keep the state capital in Bismarck and not have it moved to Fargo.
