The lights are controlled by a computer. There was a computer problem. They unhooked control of the lights from the computer and turned the lights on manually after they had cooled down enough.

Rest of the story (that I made up): The computer is connected to internet. Its password is "guest."

Radio says complete computer failure. They are manually turning the lights on after the cool down period is over.
