Maybe they feel he can be more of a weapon against a LB or safety once they split him out wide or on a route out of the backfield. Maybe he's a great blocker and can utilize him in the Delta formation. He has speed so getting the ball in his hands is something they should aim to do. Maybe he has a hard time beating a DB off the line, but once in space, he's electric. And perhaps, like has been stated on here before, they're actually going to RS Wilson this year and want another body back there that's played before. They have their reasons and I trust their decision is best for the individual and team.

Not sure that it is part of the equation but I agree that he's an absolutely fantastic blocker. My son plays wideout and I've had him watch a bunch of DW plays over the last couple of years. One of my favorite was the long Frazier run against Iowa where DW had a great block close in, then hustled and got in front of King 35 yards downfield and got him another 7+ yards. Amazing energy. I think that the only other WR that I can remember that could block as well was Trevor Gebhart. He too was fantastic.
