    Doesn't exclude paying players directly.

    So can any conference do this? I'm somewhat confused about what this is or how it works. I like the idea of paying college players.

    I assume the "not paying players" is an NCAA rule. Since the conferences are separate entities from the NCAA, they can do what they want I suppose.

    Probably even give out free Doritos and Mt Dew
