    He has to sit out a year since he transferred to a fbs program. If he would have transferred to fcs school he could play right away. He already redshirted I believe so he wasted a year

    Yes, it looks like football (along with basketball, baseball and hockey) doesn't allow for athletes to immediately participate if they are released from their former school. For these sports, there use to be a waiver process that allowed them to compete right away if they were transferring due to "difficult life or family circumstances." Apparently in the 2015-2016 academic year, the rule was changed that allowed the transferring student-athletes who completed the waiver are able to compete for four years within six years, but still have to sit out the first year of transferring.

    Pretty sure that waiver process still exists. Jordan Horn is a basketball player that transferred from Siena to NDSU this past summer I believe because his grandma's health was deteriorating and he wanted to be closer to family (he's from St Paul) and he was granted immediate eligibility to play this year at NDSU.

    I was going off what I found on the NCAA website about transferring, which contradicted info that I was told recently. So, maybe?
