Even with the turning of worms, hitting the weight room in the winter, and being something the Empire has never seen before (even though it has), the Résistance just isn't as good as the Empire. It keeps coming back because it is a culture of excellence. How do you get rid of something that is so good at doing what it does? Apparently, the Résistance has not figured that out yet.
