Maybe I'm confused about what "built for the playoffs" means, but construction started in 1989 and we won national championships in '88 and '90. I'd say NDSU was not only used to getting into the playoffs when it was cold outside, but were used to winning titles as well.

the idea of the Dome had nothing to do with needing to play indoor football in December. It was an opportune moment for the city and NDSU. Bob Johnson's vision was to replace the Civic Center on the Civic Center property with a larger arena if I remember correctly. NDSU seized on the chance to get the arena on their property.
It was a convergence of several factors, not the sole need to play indoors. I'm glad it happened and I like indoor football in December.

Yeah, I get what happened after we moved inside, and the string of years with no playoff appearances. I was simply addressing the comment CAS made about not being built for the playoffs when the Dome was being built. And like I said, maybe I'm confused about what he meant by that.
