Maryland has FCS games scheduled in 2020 because the contract was set before the Big Ten instituted its policy banning the games.
The Big Ten policy will die soon because:
1. Schools are quickly getting tired of paying 1 million to 1.6 million for a Group of 5 team for 1 game
2. Other than Ohio State, Michigan, Wisconsin, Michigan State, Penn State and Nebraska, no other Big Ten teams are "consistent" playoff contenders
3. The SEC, ACC, Pac-12, and Big 12 continue to schedule FCS games over 5 years out
4. The Big Ten is playing 9 conference games, so most teams play 10 Power 5 games a year (from a home and home that they sign, except Minnesota) - the teams need that game against "lesser" competition for rest and a win for bowl eligibility
5. Many Big Ten teams are having a hard time selling out their games - by playing regional FCS teams, the attendance hit may be reduced
6. The playoff selection committee, the broadcast partners, and many fans realize that many FCS teams are as good or better than a lot of the Group of 5 teams
7. I personally believe that the "no FCS games" policy was just lip service to get a bigger payout from the networks when negotiating their most recent television deal
